AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democracy just over a week before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the study pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the showing of the Freedom party.

The right-leaning group of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, meaning the party that comes second is most likely to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The AP stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
